Family Elaeagnaceae
Non-native and very invasive. So far I’ve only found a few plants, which I’ve cut and treated so they don’t resprout. According to the local DNR folks it hasn’t so far been a big problem in Buffalo County, but they’re watching for it.

Young twigs have brown spots and silver scales
